One Chinese export silver dragon openwork trinket incense fragrance card box

One Chinese export silver box with fantastic openwork dragon cloud motif. One appears to be “WM”. I can not make the other one out. It has two pairs of hoops on the side, which hints the box was meant to be threaded and hanging off the belt, like Japanese inro. I guess it may be a box contains some fragrant tissue , or a few notes. It is about 3″(7.6 cm) long, 1 5/8″(4.2 cm) wide, 5/16(0.8 cm) thick at the edge. Pre owned antique collectables.
